City Commissioners

The City of Dade City is an incorporated municipality and a political subdivision of the State of Florida. The legislative branch of the city government is composed of five (5) Commissioners elected at-large including a Mayor who is elected by the City Commission. City Commissioners are elected for staggered four (4)-year terms of office.
Under the provisions of the adopted City Charter, Dade City operates under the City Commission-City Manager form of government and is recognized by the International City/County Management Association (ICMA).

Camille S. Hernandez
Mayor

   Commissioner Camille Hernandez came to the Dade City area in 1992 from West Pasco. Commissioner Hernandez and Dr. David Hernandez have been married for over 18 years and have four children.
   Commissioner Hernandez was elected as a City Commissioner in Group 2 on April 11, 2006 and was selected as Mayor in April 2012.

Scott Black
Commissioner

  Commissioner Scott Black is a lifetime resident of the Dade City/Trilby area and has been married to Laura for over 20 years and has one son. Commissioner Black is a full-time Insurance Agent.
   Commissioner Black was elected as a City Commissioner in Group 1 on April 10, 1990 and has been re-elected for five terms, four of those unopposed. He served as Mayor from May 9, 2000 until April 2004 and previously served as Mayor Pro-Tem for eight years. Commissioner Black was unopposed for reelection in April 2010 and was selected to serve again as Mayor for two years. Commissioner Black's term will expire in April 2014. Charlene C. Austin

Commissioner Charlene Austin was appointed as a City Commissioner in Group 4 on August 11th, 2015 to fill the vacancy created by the passing of Commissioner William L. Dennis.  Commissioner  Austin served on the City of Dade City Planning Board, coordinates an annual luminary project consisting of over 3500 luminaries lighting the historic neighborhood during the Christmas season, and also worked diligently  but unsuccessfully to save Moore-Mickens Education Center.  Commissioner Austin is a 5th generation Floridian and has been married to her husband John for 54 years, has one son Jay of Dade City, one daughter Cheryl , two grandsons, and one granddaughter.  Commissioner Austin’s term will expire in April 2016.  To reach her, email caustin@dadecityfl.com. 

 

 

Eunice M. Penix
Mayor Pro-Tem

   Commissioner Eunice M. Penix is a lifetime resident of Dade City. Commissioner Penix was married to the late Morris Penix for over 34 years and has two daughters and two grandchildren. Commissioner Penix is a retired school teacher.
   Commissioner Penix was appointed as a City Commissioner in Group 5 on August 24, 1993, and has been re-elected for six terms, five of those unopposed. She was re-elected on April 10, 2012.

James D. Shive

Commissioner James D. Shive is a lifelong resident of Dade City who graduated from Pasco High, Class of 1976.  James has been married to Teresa Shive for 29 years and together have raised four children in Dade City.  Mr. Shive obtained state certifications in Utilities and spent nearly 30 years serving the residents of  Dade City in the utility field. James also served on the City's planning board for a  period of time and was named volunteer of the year in 2007 by the Greater Dade City Chamber of Commerce. Commissioner Shive was elected City Commissioner in Group 3 on April 10, 2012. His term will expire in April of 2016. You can reach him at  jshive@dadecityfl.com .
