CITY COMMISSION MEMBERS 2026-2028

MAYOR

Scott Black

Scott Black is a lifelong resident of the Dade City area and has served continuously on the city commission since 1990.  During that time, he served as mayor from 2000 to 2004, again from 2008 to 2012, and presently since 2024.  A past president of the Florida League of Cities (2001-2002), he was also the 2011 recipient of their E. Harris Drew Municipal Official of the Year Award, and also served as president of both the Suncoast League of Cities and the Ridge League of Cities (receiving their 2006 Nettie Draughon Municipal Official of the Year Award), and is a past chair of the Tampa Bay Regional Planning Council and current member/past chair of the Pasco County Metropolitan Planning Organization.  Mayor Black is a member of the Florida League of Cities board of directors, the Florida League of Mayors board of directors, and a trustee of several of the FLC financial trusts, currently serving as chair of the Florida Municipal Insurance Trust.  He manages a property and casualty agency in downtown Dade City, enjoys historical research, and he and his wife, Laura, have one son, Haden. Black was unopposed in the 2026 election and his term as commissioner expires in April 2030.

Normita "Angel" Woodard 

Normita Woodard is a lifelong resident of Dade City, FL and a proud Pasco High Graduate class of 1988.  Normita is employed  by Pasco County Schools as the Principal's Secretary at Lacoochee Elementary School. Normita has one daughter and one granddaughter.  She is also a graduate  of Pasco Hernando State College with a Bachelor of Science in Supervision and Management Organizational Administration.  As a decorated Military Veteran, Normita has earned numerous awards to include the Global War on Terrorism Service Medal, Iraq Campaign Medal with two campaign stars, Afghanistan Campaign Medal with two campaign stars, and the National Defense Service Medal. Normita also serves as a Youth Director at St. John Missionary Baptist Church, Dade City, Florida. Her term will expire in April of 2028.

Kristin Church

Kristin is an 8th generation Floridian with family roots in the area since before Florida was a state.  She graduated from Wharton High School, She earned her B.A. in History from the University of South Florida, and her J.D. from Capital University Law School. Kristin’s professional background involves education and law.  She taught middle school Civics and Exceptional Student Education in Pasco schools and high school Criminal Justice.  As an attorney, she has experience as a prosecutor and in educational compliance.  Kristin has one child and three bonus (step) children, all boys, with her husband, Joe.  The Church family lives downtown in a historic home and they enjoy walking to the local restaurants and shops. She is honored to serve the citizens of Dade City as a commissioner. Her term will expire in April of 2028.

James D. Shive

James Shive is a lifelong resident of Dade City who graduated from Pasco Comprehensive High School in 1976. James has been married to Teresa Shive for 37 years.  Together, they have raised four successful children in Dade City. James began his employment with Dade City in 1978 where he worked through the ranks and served the residents of Dade City for nearly 30 years.  He obtained State certifications in Utilities and served as the City's environmental compliance coordinator.  Using his expertise, James implemented the City's Southwest Florida Management Consumptive Water Use Permit requirements, Florida Dept. of Environmental Protection Primary Drinking Water Standards, and conducted the City's Vulnerability Assessment requirements in 2002.  James also served on the City's Planning Board for a period of time, as well as the Pension Board, and was named volunteer of the year in 2007 by the Greater Dade City Chamber of Commerce. In 2015, he developed a Downtown Christmas Decoration Plan that brightens our City to this day and has a positive impact on the downtown merchants.  Commissioner Shive was elected City Commissioner in Group 3 in April of 2012. James served as Mayor Pro Tem from 2020-22 and as Mayor from April 26, 2022, through April of 2024. His term will expire in April of 2028.

Mike Stout and his wife Kelly and their six boys have called Dade City home for the last decade. Mike retired as a Major from the Tampa Police Department and is the Director of Vendor Services for a Tampa based Insurance Carrier. Mike has a B.A. in Criminology from the University of South Florida and is a graduate of the Senior Management Institute for Police. Mike is an active member of the Dade City Police Foundation and in his spare time enjoys working on their one hundred- and twenty-six-year-old historic home, cheering for the Buccaneers, Rays and Lightning, and taking RV trips. Stout was elected in  the City Election on April 2026 and his term as commissioner expires in April 2030.
